China's emissions rising faster than thought

Tiger numbers 'halve in 25 years'

Πληθαίνουν οι αποικίες των παπαγάλων στις γειτονιές της Αττικής, σε περιοχές της Πελοποννήσου, της Θεσσαλονίκης και των νησιών του Αιγαίου. Οι περισσότεροι ανήκουν στο είδος «Δαχτυλιδολαίμης Ψιττακίσκος» (Psittacula krameri) ή «Πράσινος Παπαγάλος» σύμφωνα με τη νέα ονοματολογία της Ελληνικής Ορνιθολογικής Εταιρείας. Παρακολουθώ με μεγάλο ενδιαφέρον τη συζήτηση για την χωροθέτηση αιολικών πάρκων ανά την ελληνική επικράτεια. Και το ενδιαφέρον μου μεγαλώνει ακόμα περισσότερο όσο βλέπω να συμφωνούμε όλοι και τίποτα να μην γίνεται! Γιατί προφανώς κανείς δεν διαφωνεί ότι οι ανανεώσιμες πηγές ενέργειας είναι μονόδρομος για την Ελλάδα. Αλλά δύσκολα θα βρεις δύο άτομα να συμφωνούν για το που θα χωροθετηθούν αυτά τα έρμα τα αιολικά πάρκα.
Στο παρόν σημείωμα δεν θα ήθελα να ασχοληθώ με το που πρέπει να χωροθετηθούν αυτά τα πάρκα (ώστε να μην κόβουν φέτες τα αποδημητικά πουλιά ή να μην υποβαθμίζουν το μοναδικό τοπίο του Αρχιπελάγους), ούτε με το ποια πρέπει να είναι η εγκαταστημένη ισχύς τους (ώστε να μην εξυπηρετούν τα συμφέροντα του ντόπιου και ξένου κεφαλαίου αλλά μόνον τις ανάγκες των αγαθών κατοίκων του προαναφερθέντος Αρχιπελάγους – οι οποίοι τόσα χρόνια καίνε ανέμελα πετρέλαιο, το οποίο πληρώνουν οι υπόλοιποι ιθαγενείς αυτής της χώρας, για να καλύψουν τις ανάγκες τους σε ηλεκτρικό) αλλά και ούτε με το αν είναι έργα φιλικά προς το περιβάλλον ή μάλλον ο διάβολος μεταμορφωμένος σε έλικα (Δες περιοδικό ΕΠΑΘΛΟ -για την κατάσταση στην Πελοπόννησο- και ηλεκτρονικό περιοδικό ΕΥΠΛΟΙΑ, για την κατάσταση στο Αιγαίο)

Θα επιθυμούσα να ασχοληθώ μία άλλη παράμετρο, η οποία σπανίως αποτελεί αντικείμενο συζήτησης: το κατά πόσον τα αιολικά πάρκα –αλλά και οι ΑΠΕ γενικότερα- αποτελούν λύση στο ενεργειακό-περιβαλλοντικό πρόβλημα της χώρας. Πριν, όμως, αναφερθώ σε αυτή την διάσταση αξίζει να αποσαφηνίσουμε ποιο είναι το ‘ενεργειακό-περιβαλλοντικό πρόβλημα’ της Ελλάδας. Η συνηθισμένη απάντηση –όπως τουλάχιστον προκύπτει από την δική μου ανάγνωση μελετών, δελτίων τύπου, ανακοινώσεων, άρθρων και εκπομπών- είναι μονολεκτική: ο λιγνίτης, ο οποίος ευθύνεται για τις μεγάλες εκπομπές διοξειδίου του άνθρακα στην Ελλάδα. Γι’ αυτό και κάθε Εθνικό Σχέδιο Δράσης για την Κλιματική Αλλαγή (αναφορικά με τις εκπομπές αερίων του θερμοκηπίου) προωθούσε με ευλάβεια την αλλαγή του μείγματος καυσίμων, από τον λιγνίτη στο φυσικό αέριο και τις ανανεώσιμες πηγές ενέργειας (ΑΠΕ). Πιστεύω, όμως, ότι αυτή δεν είναι παρά η κορυφή ενός (τεράστιου) παγόβουνου. Κατά την άποψη μου, το βασικό πρόβλημα είναι η τεράστια αύξηση της ενεργειακής (ιδιαίτερα ηλεκτρικής) ζήτησης στην χώρα μας.

Τα στοιχεία είναι αποκαλυπτικά: σύμφωνα με πλέον πρόσφατη έρευνα της Διεθνούς Επιτροπής Ενέργειας (International Energy Association, IEA 2006) η τελική συνολική κατανάλωση ενέργειας στην Ελλάδα αυξήθηκε κατά 52% μεταξύ 1990 και 2004 (σ.21) ενώ η πρόβλεψη για την περίοδο 2004-2010 είναι +0,5% ετησίως (σ.22). Η κατανάλωση ηλεκτρικής ενέργειας ειδικότερα αυξήθηκε κατά 70,1% μεταξύ 1990 και 2003, με την ‘οικιακή κατανάλωση’ να είναι πλέον ο μεγαλύτερος καταναλωτής (81% αύξηση από το 1990) (σ. 85).

Το γεγονός αυτό δεν είναι άσχετο του ότι η Ελλάδα έχει (1/1/2007) το φθηνότερο οικιακό ρεύμα (σε Σταθερές Αγοραστικής Δύναμης, Purchasing Power Standards, PSS) σε ολόκληρη την Ευρωπαϊκή Ένωση των 27[1]. Ούτε από το ότι για τους συμπολίτες μας είναι πλέον απίθανο (μεταξύ των Ευρωπαίων) να έχουν αναλάβει ή να προτίθενται να αναλάβουν μέτρα για εξοικονόμηση ενέργειας (Ειδικό Ευρωβαρόμετρο 2006, Νο 258, σ.98): χαρακτηριστικά η Ελλάδα είχε έναν από τους μικρότερους δείκτες «εξοικονόμησης ενέργειας» στην Ένωση (ο.π. 103).

Οι πρώτες αντιδράσεις στα παραπάνω δεδομένα θα ήταν οι μάλλον συνήθεις: ‘είμαστε για τα μπάζα!’, ‘δεν θα γίνουμε ποτέ άνθρωποι!’, ‘χρειάζεται εκπαίδευση!’, ‘πρέπει και να εξοικονομούμε ενέργεια’ και ούτω καθεξής. Είναι, λοιπόν, προφανές ότι υδροφορείν εις πίθον Δαναΐδων –καθώς και ότι αδίκως σκοτωνόμαστε ανά την επικράτειαν!- αν νομίζουμε ότι τα αιολικά πάρκα (αλλά και το φυσικό αέριο και τα φωτοβολταϊκά) θα μπορέσουν από μόνα τους να κορέσουν την Ελληνική ενεργειακή δίψα. Και στον βαθμό που αυτή η δίψα παραμένει τόσο έντονη, θα πλασάρεται πάντα ως απαραίτητη η ενεργειακή ‘κουβέρτα’ του λιγνίτη ‘[ο οποίος] αποτελεί ένα καύσιμο στρατηγικής σημασίας για την ασφάλεια του ενεργειακού εφοδιασμού της χώρας, αφενός λόγω της άμεσης διαθεσιμότητάς του και αφετέρου λόγω του απόλυτα ελεγχόμενου κόστους παραγωγής’ (Δελτίο Τύπου ΔΕΗ, 4 Οκτωβρίου 2005)
Εξοικονόμηση ενέργειας, λοιπόν. Αλλά εξοικονόμηση βάσει ποίου επιπέδου; Με άλλα λόγια, ποιο είναι το ελάχιστο ποσό ηλεκτρικής ενέργειας το οποίο πρέπει να καταναλώνει ένα νοικοκυριό –ώστε να καλύπτονται οι «ανάγκες» του- και πέραν του οποίου αρχίζει η σπατάλη; Όμως, ποιες είναι οι ανάγκες ενός νοικοκυριού σήμερα; Είναι το πλυντήριο πιάτων; Ο ψυγειοκαταψύκτης; Η μία τηλεόραση ανά δωμάτιο; Προφανώς σε αυτά τα ερωτήματα δεν υπάρχουν εύκολες απαντήσεις. Όμως, δεν είναι αυτό το μεγαλύτερο πρόβλημα: σημαντικότερο είναι το γεγονός ότι αυτή η συγκεκριμένη συζήτηση –ποιο είναι το όριο στην κατανάλωση ηλεκτρικής ενέργειας;- δεν γίνεται, σχεδόν από κανέναν. Το περισσότερο που ακούει κανείς είναι μείωση χρήσης, αντικατάσταση ενεργοβόρων συσκευών, κατάργηση του stand-by κ.ο.κ. Όμως, όλα αυτά τα μέτρα, χρήσιμα και απαραίτητα όσο και αν είναι, δεν αντιμετωπίζουν το ριζικό πρόβλημα, την συνεχή αύξηση της ενεργειακής κατανάλωσης, αλλά μάλλον προσπαθούν να μειώσουν το ρυθμό αύξησης αυτής της κατανάλωσης.

Ψιλά γράμματα, θα σκεφτείτε. Νομίζω πώς όχι. Και αυτό γιατί στην σημερινή υπερκατανάλωση (ηλεκτρικής) ενέργειας φτάσαμε εξαιτίας της ακλόνητης πεποίθησής μας –ως κοινωνίας- ότι για κάθε «ανάγκη» μας, όσο μεγάλη, νέα, παράλογη ή σημαντική, θα υπάρχουν πάντα διαθέσιμοι πόροι. Δεν είναι τυχαίο ότι τα δελτία τύπου της καλής ΕΛΕΤΑΕΝ, της Ελληνικής Εταιρίας Αιολικής Ενέργειας, συνήθως συνοδεύονται από το υστερόγραφο, «Αιολική Ενέργεια, Καθαρή Ανεξάντλητη Ενέργεια, Ενέργεια για πάντα». Ακόμη και οι φυσικοί ανανεώσιμοι ενεργειακοί πόροι έχουν ένα (μεγάλο αλλά υπαρκτό) όριο. Ακόμα και αυτοί χρειάζονται υποδομές και έργα που θα επιτρέψουν την τιθάσευση και χρήση του δυναμικού τους. Ακόμα και αυτοί προκαλούν συγκεκριμένες περιβαλλοντικές οχλήσεις και δεν μπορούν να καλύψουν κάθε μας «ανάγκη».

Θα ήταν, λοιπόν, προτιμότερο να αφήσουμε πίσω μας την Προμηθεϊκή λογική του ‘για την κάλυψη κάθε ανάγκης υπάρχει ένας άπειρος φυσικός πόρος’ –ο οποίος στην πάροδο των αιώνων ονομαζόταν ξυλεία, κάρβουνο, πετρέλαιο, πυρηνική ενέργεια, και τώρα τελευταία ΑΠΕ- και τον οποίο 'θα εκμεταλλευτούμε με την κατάλληλη τεχνολογία', και να κατανοήσουμε ότι υπάρχουν συγκεκριμένα όρια. Με αυτό κατά νου πρέπει να επανασχεδιάσουμε μια ενεργειακή πολιτική η οποία θα καλύπτει ανάγκες (οι οποίες μένει να ορισθούν) και όχι χίμαιρες. Χίμαιρες οι οποίες μπορεί πολύ εύκολα να πάρουν την μορφή ‘όπου πλαγιά και φωτοβολταϊκό, όπου κορφή και αιολικό’.

Αποκεφαλισμένη και πυροβολημένη Μεσογειακή φώκια βρέθηκε στη Σύρο

Μπροστά σε ένα μακάβριο θέαμα βρέθηκε η Ομάδα Έρευνας της MOm, χθες 27/2/2008, στη Σύρο, όπου πραγματοποίησε νεκροψία σε Μεσογειακή φώκια, η οποία εντοπίστηκε νεκρή την προηγούμενη μέρα.
Πρόκειται για ένα ενήλικο θηλυκό, μήκους 2.20 μέτρων και βάρους 200 κιλών, που έπεσε θύμα ηθελημένης θανάτωσης. Σύμφωνα με τη νεκροψία, το ζώο έφερε βαθύ τραύμα από μεγάλη σφαίρα, η οποία διαπέρασε πλευρό του και προκάλεσε εσωτερική αιμορραγία. Έφερε, επίσης, τραύμα από γάντζο στην κοιλιακή χώρα, πολύ κοντά στα γεννητικά όργανα. Το κρανίο της φώκιας είχε αφαιρεθεί, αφού πρώτα είχε αφαιρεθεί προσεχτικά το δέρμα από το κεφάλι. Top China plastic bag maker closes amid green drive

BEIJING (Reuters) - China's largest plastic bag maker has closed following a state-led environmental campaign discouraging plastics use, Xinhua news agency said on Tuesday.
China launched a surprise crackdown on plastic bags in January, banning production of ultra-thin bags and forbidding its supermarkets and shops from handing out free carrier bags from June 1.
Suiping Huaqiang Plastic Co, owned by Guangzhou-based Nanqiang Plastic Industrial Ltd. and employing 20,000 workers stopped production in mid-January. Read more...

Indonesia deforestation threatens elephants: WWF

Mysterious Disease Claims Lives Of More Than 10,000 Bats In New York Area

Last year at four caves near Albany, N.Y., more than 10,000 bats died from a mysterious disease involving a white fungus growing on some bats’ noses, leading researchers to dub it “white-nose syndrome.”
The mounting death toll stopped last year when spring arrived and the bats left the caves. But the deaths returned with a vengeance after the bats went into hibernation this winter. With 14 known caves infected across New York, Vermont and Massachusetts, scientists estimate as many as 500,000 bats may currently be affected with the syndrome. Read more...

Brown gets tough with UK retail over plastic bags

Airline in first biofuel flight

NAIROBI, KENYA — International bans on the ivory trade and efforts to control poaching have helped Kenya's elephant population rebound, wildlife authorities say. In the Tsavo/Mkomazi area -- a conservancy in the larger Tsavo area in southern Kenya -- the elephant population grew from 10,397 in 2005 to 11,696 in 2008, according the Kenya Wildlife Service.
The elephant population had fallen to a meager 5,000 in the 1980s, from five times that in the 1970s. Read more...

Carmaker Porsche challenges London gas guzzler tax

LONDON (Reuters) - Luxury carmaker Porsche may legally challenge London mayor Ken Livingstone's decision to tax gas guzzling cars driving in the city centre to help fight global warming.

Unilever ends the use of shark products in its cosmetics

Madrid -- Oceana, the international marine conservation organisation, has received notice that Unilever, a multinational company famous for many brands of food, personal care and household products, has decided to remove shark squalene from its cosmetic brands, including Pond’s and Dove, and will replace it with a plant-based version. Three of Wall Street's biggest investment banks are set to announce today that they are imposing new environmental standards that will make it harder for companies to get financing to build coal-fired power plants in the U.S.
Citigroup Inc., J.P. Morgan Chase & Co. and Morgan Stanley say they have concluded that the U.S. government will cap greenhouse-gas emissions from power plants sometime in the next few years. The banks will require utilities seeking financing for plants before then to prove the plants will be economically viable even under potentially stringent federal caps on carbon dioxide, the main man-made greenhouse gas. London launches world's largest 'low-emission zone'

Trucks driving around the UK capital will be fined up to £200 per day if they are found to be over EU pollution standards in an attempt to improve the city's poor air quality. The initiative will be closely watched in Brussels as the Commission is currently considering action to 'green' transport in Europe's cities. Brazil unable to curb Amazon destruction

BRASILIA (Reuters) - Brazil's government is unwilling and unable to halt destruction in the Amazon rainforest despite emergency measures it announced last week to curb rising deforestation, environmental experts say.
High commodity prices and increased land use elsewhere in Brazil are driving ranchers and farmers deeper into the Amazon in search of cheap land, environmentalists say.

Η Ευρωπαϊκή Επιτροπή παρουσιάζει την Τετάρτη τα προσχέδια μιας σειράς νόμων για την ενεργειακή πολιτική των «27».

Γενικοί στόχοι

Μείωση 20% των εκπομπών των αερίων του θερμοκηπίου μέχρι το 2020, συγκριτικά με τα επίπεδα εκπομπών του 1990. Η μείωση ενδέχεται να αυξηθεί στο 30% εφόσον υπάρχει διεθνής συμφωνία επί του ζητήματος.

Το 20% της ενέργειας μέχρι το 2020 χρειάζεται να προέρχεται από ανανεώσιμες πηγές ενέργειας όπως η αιολική, η ηλιακή, η υδροηλεκτρική και η χρήση βιομάζας. Η συμμετοχή των ανανεώσιμων πηγών στη συνολική παραγωγή ενέργειας την τρέχουσα χρονική περίοδο, αντιστοιχεί στο 8,5%.

Wildlife Numbers Decline as Desperate Refugees Seek Meat

There are no real winners in Africa’s many tribal and political conflicts and the list of losers keeps growing.
Animal conservation groups say they have found a link between the decline of African wildlife, much of it threatened or endangered, and refugee camps. It appears that a thriving black market in illegally caught meat has grown up in the camps due to the lack of animal protein provided by the international aid organizations that provide food for the camps. Judge Tells Navy to Reduce Sonar Impact

LOS ANGELES (AP) — A federal judge ordered the Navy on Thursday to adopt measures that would lessen the impact of sonar on whales and other marine life during exercises near Southern California.
The preliminary injunction issued Thursday requires the Navy to create a 12-nautical-mile no-sonar zone along the coast and have trained lookouts watch for marine mammals before and during exercises. Sonar should be shut down when mammals are spotted within 2,200 yards.
Cmdr. Jeff Davis said the Navy does not believe the ruling "struck the right balance between national security and environmental concerns.". Read more...

Extinction threat to Scots bird

The Scottish crossbill, the UK's only endemic bird which is native to the Highlands of Scotland, faces extinction, according to a new report. The Royal Society for the Protection of Birds warns that unless action is taken to halt a rise in global temperatures, the species is under severe threat.

Sierra Club Sues Shell

The Sierra Club, the nation’s largest and oldest environmental group, filed suit in federal court last week against Shell Oil over ongoing pollution at a refining and chemical plant complex along the Houston Ship Channel in Texas. According to the lawsuit, Shell should be held financially accountable—in the amount of $32 million each—for an estimated 1,000 incidents between 2003 and 2007 when its Deer Park, Texas facility exceeded maximum allowable levels of pollution. “Shell is paying to pollute,” says Joshua Kratka of the National Environmental Law Center, which represents the Sierra Club (and the nonprofit Environment Texas) in the lawsuit. He told reporters, “Shell is factoring these fines into its costs of operating these facilities.” Read more...

Από την 1η Ιανουαρίου του 2008 έχει ξεκινήσει στον Δήμο Παξών μια σημαντική προσπάθεια -κατόπιν δημοτικής απόφασης- για την αποφυγή χρησιμοποίησης της συμβατικής πλαστικής σακούλας. «Μέσα από τον τοπικό Τύπο της Κέρκυρας και την εφημερίδα του Δήμου ενημερώθηκαν οι κάτοικοι και κυρίως οι καταστηματάρχες, οι οποίοι καλούνται να αντικαταστήσουν σταδιακά τις συμβατικές με χάρτινες ή οποιουδήποτε άλλου τύπου ανακυκλώσιμες σακούλες», εξηγεί ο δήμαρχος Σπύρος Μπογδάνος. Ενώ από την 1η Ιανουαρίου του 2010 στη Γαλλία θα χρησιμοποιούνται -βάσει νόμου- από τα καταστήματα μόνον οι εναλλακτικές σακούλες.

Britain starts new push for nuclear power

BEIJING (Reuters) - China launched a surprise crackdown on plastic bags on Tuesday, banning production of ultra-thin bags and forbidding its supermarkets and shops from handing out free carriers from June 1.
China uses too many of the bags and fails to dispose of them properly, wasting valuable oil and littering the country, China's cabinet, the State Council, said in a notice posted on the central government Web site (http://www.gov.cn/). Read more...

'No clear trend' in forest loss

Data on tropical forest cover is so poor that we do not know if the forests are declining, a study has found.
Alan Grainger from the UK's University of Leeds examined UN analyses going back almost 30 years, and found that "evidence for a decline is unclear". Writing in Proceedings of the National Academy of Sciences (PNAS), he proposes a global forest monitoring system. Read more...
